Folks, the Times Union has this wrong - as usual - when it comes to reporting any issue involving our pay and/or benefits. For whatever reason, they simply cannot grasp how these simple concepts work.

As per the budget bulletin that I linked to above, ALL M/Cs who are otherwise eligible for the 2012-2013 performance advance (aka "step") will get the performance advance. Longevity eligible M/Cs (those that are SG-17 and below), who are otherwise eligible for a 5 year or 10 year longevity payment will see those payments for 2012-2013 as well. Those on the administrative payroll should see this in their 5/24 paychecks, and on the institutional payroll should see this in their 5/30 paychecks.
As to the confusion, it seems DOB placing a note in the bulletin noting that only SG-17s and below are eligible for longevity payments was too confusing for the guys at the TU, and as such, they also think it was related to the performance advance, when the memo actually says no such thing whatsoever. Additionally, just to be sure, I confirmed that all eligible M/Cs (those who would have normally earned that step or longevity payment) will be receiving the step or longevity payment with my own sources and that paygrade is NOT a factor - with the exception of the aforementioned SG-17 cutoff for longevity payments that was pre-existing. Please spread the word to affected M/Cs so that they do not get pissed off because the TU once again cannot accurately report state workforce issues. I have attempted numerous times today via Twitter and direct posts on CapCon to get the TU to fix their errors with no avail.
